Organisation of air traffic control in Italy

Abstract
The Italian organization for the provision of air navigation services, after its transferral from the military to the civil administration, developed in three different stages: A) "Azienda autonoma di assistenza al volo" (the independent body for air navigation services); B) "Ente nazionale per l'assistenza al volo" (the national body for air navigation services, which was a public economic institution); C) "ENAV Società per Azioni" (incorporation of the aforementioned body as a joint stock company).
Regardless of the different legal forms under which the body at issue has been performing its institutional tasks, its corporate capital has always been entirely held by the State, with the subsequent array of public checks and controls arising therefrom.
Under a functional stand-point, a distinction shall be made between the past, when air traffic control was provided autonomously by the Italian administration, and the present, which is characterized and deeply influenced by the circumstance of the accession by the European Community to Eurocontrol, following the Brussels Protocol of 8 October 2002, also with regard to the collection of the relevant service charges. Special attention shall be dedicated to the technical instruments through which air navigation services are provided, which, for enhancing the service quality in light of air traffic growth, developed from the traditional radar-based control to more and more utilized satellite-based systems (FANS >>>

Research Objectives
Analysis of the organisational and functional system for the provision of air navigation services in Italy, in order to ensure the safety and reliability of air navigation services, and its inferences for airport organization.
