The research done by this operations unit concerns the most recent communitarian discipline in matter of management of the air traffic. The Commission has predisposed an action's program articulated in four regulations, adopted in 10 March 2004, to transform the integrated operating space, to more integrated, called "Single European sky". The initiative "Single European sky" looks at to improve the current level of security and to get more efficiency in European air traffic, satisfying the requirements of all customers civil and military, and minimising delays. The basic regulation n° 549/2004 fixes the general principles to the creation of the Single European sky; regulation n° 551/2004, on the air space, looks at institution and acknowledgment from ICAO of an only Region of European information of flight in advanced aerial space (EUIR), reconfigured in blocks in order to reduce the fragmentation of the air traffic control and to pursue the optimal and flexible use of the aerial space.The communitarian legal framework is completed from regulation n. 550/2004 on the supply of services, as well as from regulation n. 552/2004 on the cooperation of the European net of management of the air traffic.
This operations unit will have to analyse the foretold package of the communitarian regulations, to the aim to reconstruct is the competences of the community, is the complex of the obligation and the powers that make head to the States in matter.
